Other IANA Information Services

IANA offers an array of value-added services and programs through industry data and information delivery flows that assist in facilitating business processes and enabling transactions. These programs focus on information demands in the intermodal industry in the areas of environmental initiatives, risk management, safety and security. Equipment Providers can elect to receive direct data transmissions of information contained in the UIIA database to facilities (terminals, container yards and/or depots) through the Terminal Feed Service. This program, which distributes data to over 90 of the nation’s largest marine and inland terminals, is offered to participating UIIA Equipment Providers in an effort to ensure that facilities that they utilize receive real-time motor carrier status information in a timely and efficient manner. The service assists with expediting the gate interchange process and reducing unnecessary delays at the piers. The Terminal Feed Service is also offered via a web query interface for facilities that do not have the need to integrate the UIIA information into their internal operating systems.

In conjunction with the UIIA and in response to the call for increased security at intermodal facilities, IANA developed a secured web-based system for Motor Carriers to provide and maintain driver identification information that is required to access specific intermodal facilities.

The database currently houses information on over 422,000 active drivers, representing over 7,500 motor carriers.

The IDD enables IANA to furnish accurate and up-to-date driver information, in addition to Motor Carriers’ interchange status information (if used in combination with the UIIA), via electronic data feeds to program subscribers. The IDD offers the potential to increase cargo/unit visibility and theft prevention, while also increasing motor carrier and facility efficiency by reducing vehicle queue times. The system has the capability to:

  • Verify the identity of drivers;
  • Match drivers to companies that are authorized to conduct business at an intermodal facility;
  • Assist load center facilities with managing their security risks;
  • Account for personnel access to facilities and activities of authorized personnel;
  • Minimize the need for redundant credentials.

The Intermodal Tractor Registry provides a registration point for UIIA Licensed Motor Carriers (LMC) to provide tractor/truck information on behalf of their company drivers or owner operators. The ITR currently houses over 354,000 drayage tractors, representing over 3,900 motor carriers.

An ITR Registration Form web interface has been developed as an extension of the Intermodal Driver Database (IDD) interface including ITR fields that have been added as a subset to the IDD.

Fully integrated with the California Air Resources Board (CARB) Drayage Truck Registry (DTR), IANA can capture information provided by the LMC during the ITR Registration Process and maintain both the IANA ITR and CARB DTR tractor/truck information for each tractor record. CARB provides daily file transfers to IANA including license plate number, state, VIN, compliance status, expiration and DTR number. The DTR compliance Y/N field is added to the tractor record in the ITR and populated by the information provided from CARB. If a CARB Sticker Number is assigned to the tractor/truck, this information is also provided in the download file from CARB and captured in the specific tractor record.

The system is capable of providing facility operators with CARB non-compliance reporting services when paired with specific gate transaction data. The ITR is also a tool that can be used by Ports to measure mandated or voluntary compliance to "Clean Truck Programs."

The Global Intermodal Equipment Registry solution is a central database where all intermodal chassis in use throughout North America and subject to the "Roadability" regulations, can be registered. GIER was specifically designed to meet the equipment marking options as found in Section 390.21, Part 390 of the final "Roadability" regulations issued under Docket No. FMCSA-2005-23315.

This web-based portal with supporting applications provides a centralized system to record ownership and/or operating control of equipment for use by the industry and public sector (federal, state, and local enforcement personnel) to determine compliance with the new FMCSA "Roadability" regulations. There are approximately 642,000 chassis registered in the GIER database, representing 129 intermodal equipment providers.

The system provides:

  • An industry-sponsored virtual, technology solution to meet FMCSA regulations requiring identification of intermodal equipment and the IEP responsible for maintenance and repair of that equipment;
  • A central database where intermodal equipment subject to the federal regulations and in use throughout U.S. can be registered utilizing the current alphanumeric equipment ID number;
  • A web portal to determine ownership and operating control of intermodal chassis; and,
  • 24/7 data accessibility, as defined in the regulations, for all industry stakeholders including FMCSA and state and local enforcement personnel.

The Equipment Status Clearinghouse encompasses three applications developed by IANA to provide information related to the condition of intermodal equipment at specific points in the logistics cycle. The three applications are as follows:

  • Driver Vehicle Inspection Reporting (DVIR)—Driver vehicle inspection reporting is mandated, effective June 30, 2010, as defined in Sections 396.11-12, Part 390 of the final "Roadability" regulations issued under Docket No. FMCSA-2005-23315. In support, IANA has developed electronic Driver Vehicle Inspection Report processing capabilities.

    DVIR services include:

    • DVIR Processing—Upon receipt of specific gate and roadability compliance information, IANA will create a DVIR and deliver it to the appropriate Intermodal Equipment Provider (IEP).
    • DVIR Web Services—A computer-to-computer interface that enables communication with IANA databases in order to create an electronic DVIR. This service provides the recipient with critical information components necessary to create a DVIR including identification of the IEP and provision of a driver's electronic signature.

    IANA's DVIR services link the Global Intermodal Equipment Registry, IANA's Intermodal Driver Database (IDD) and Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) database to provide efficient access to the data needed for electronic DVIR reporting.

  • The Driver Vehicle Examination Report (DVER) Notification Service provides an efficient method for Intermodal Equipment Providers (IEPs) and Motor Carriers (MCs) to be notified that a DVER has been issued on intermodal equipment. DVER is currently offered at no charge to GIER IEP subscribers and UIIA MC participants as a value-added service to the GIER and UIIA programs.

    When a citation is issued at roadside, IEPs and MCs are notified via email with a PDF copy of the Intermodal Equipment Provider Report (page 2 of the DVER) attached. The service also offers IEPs and MCs access to a DVER web portal for retrieval and storage of the citations.

    To accomplish this, an interface connection between the Federal Motor Carrier Safety Administration (FMCSA) and IANA has been established in order for FMCSA to transmit copies of the DVER IEP Report electronically to IANA.

  • Bad Order Equipment Status—Provides a clearinghouse for equipment status information (bad order, gate hold, release) that allows for standardization of data communication formats, simplification of operating system interconnectivity and streamlining of trading partner information for all industry participants as it relates to bad order equipment. BOES offers the following features:
    • Notifies all parties (FO, IEP, MRV) of equipment damage as identified by DVER, DVIR, On-Terminal Damage Event, or IEP notification.
    • Routes IEP directions to bad order equipment.
    • Notifies all parties of repair/release
    • Digitizes DVER information (DVER EDI capability)
    • Provides for ISO/AAR damage code conversion

The Motor Carrier Database comprises over 7,400 motor carriers participating in the Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) a program of the Intermodal Association of North America. The database is updated on a daily basis and is the most comprehensive and accurate database of North American intermodal motor carriers available.
